Cold Spring Harbor is small, expensive and old. Waterfront and near-waterfront property, a historic center, houses that have been in families or carefully restored, and a set of homeowners who will not choose a contractor quickly.
Work here is restoration and high-specification renovation, frequently on buildings where the constraint is what may be changed rather than what can be afforded. Sensitivity to that is the qualification. A contractor whose published work shows careful exterior restoration on old houses is speaking directly to this buyer; one whose feed is full of new subdivisions is not, however good the work in it happens to be.
The age of the housing puts most of it under the EPA’s Renovation, Repair and Painting program, and waterfront work brings its own permitting. Suffolk County’s home improvement license is issued by its Office of Consumer Affairs, and building permits run under the state Uniform Code administered by the Department of State.
