Ocean County is four markets wearing one county name. There is the barrier island, where the houses are second homes and the constraint is the season. There is the older mainland shore, where a great deal of the stock has been raised, rebuilt or repaired since the last major storm. There are the retirement communities inland, which buy differently from everybody. And there is Lakewood and its edges, which has been building at a pace nothing else in New Jersey matches.

The season decides the calendar, not the work

On the island and along the shore the usable window is short and everybody knows it, which means the booking happens months before the work does. A homeowner in Philadelphia or North Jersey deciding in February who will redo the kitchen before the summer is looking at whatever you last published. If that is a photograph from September, you are not in the conversation.

Permits are local, the registration is not

Construction permits run through the local building department under the state’s Uniform Construction Code, administered by the Department of Community Affairs — Toms River, Brick and Jackson each have their own office and their own pace. The contractor registration is statewide and comes from Consumer Affairs. Confusing the two costs a week.
